Universal Theme: Textarea Grabber disappears

I have two textareas side by side. When resizing the left textarea to the right one, the textarea grabber (resize "button") disappears at a certain point.

Additionally, on small screens the right side of the left textarea (inclusive grabber) "hides" behind the right textarea - even on page load.
