Uninstalling and Reintalling Oracle APEX

Oracle family,
I really need some help with the APEX issue I am experiencing. I have been looking for the last two weeks and can't get this resolved; so please help.

Let me state the problem again - We had APEX installed on 11g, but it is not accepting any form of login: (ADMIN/oracle) etc.

Uninstall the product, including the Oracle application and installed into a new home (db_2) and do apxconf, but can't still get any result.

Third, uninstall APEX and reinstall it and the same home after confirming that no trace of apex is still running the database. After several triers, we are still unable to login; even after resseting ADMIN password (apxpwd.sql) again and again.

Botton line, I really need some help here.
