Unicode Issue?

Hi all,

I am not to sure if this is a unicode issue or not, as I am not that knowledgeable in the area. But the problem is very basic. I am reading in source code from a web page, and in that source code, character like accented e, and i are read in like : %C3%. Where that should be an accented i.

Is there some way to easily convert these back? Let me know if you need more details, but it seems not much else to say. Thanks!

Edit: I forgot to mention when I print these out then myself, they are formatted incorrectly. For example they turn into things like copyright symbols and accented capital A and such.
