Unexpected Block Storage Charges - Free Tier - US-East (Ashburn) AD-3

Hi, I'm encountering charges for block storage and I'm trying to understand why, as I believe I should be within the OCI free tier.

  • I have a single Always Free compute instance in the US-East (Ashburn) region, Availability Domain 3 (AD-3).
  • My boot volume is 47GB.
  • I'm using an additional 150GB of block storage. (just created to expand my storage)
  • I understand the free tier includes 200GB of block storage. (I do not have any other volumes, so in total I have less then 200 gb)

I've read that free tier availability can vary by Availability Domain. Is it possible that US-East (Ashburn) AD-3 does not offer free tier block storage, or has limited capacity?

How can I determine which ADs in US-East (Ashburn) offer free block storage?
What's the best way to ensure I can use 190-199GB of block storage without incurring charges while staying in the free tier?
Is there maybe an option to delete that additional (150gb) volume and just expand boot volume to 200gb and still be in free tier?! I've read that some people had issues with that size of boot volume and were charged.

Please if anyone knows how to expand storage to 200gb and stay in free tier, share that option.
