Undo retention

Dear Experts
Oracle 10g RHEL 5
Undo retention=900
Now I set undo_retention=0
shut & start the database.
Drop table demo1;
and surprise I was able to perform flashback drop!! is undo retention does not necessary for flashback drop ?
