Uncaught TypeError: apex.theme42.dialog is not a function

Hi,

I am on Oracle APEX 22.2.4. I have a button (Forgot Password?) that is displayed as a link and takes you to a Modal page in another application passing along parameters. However clicking on ‘Forgot Password link’ doesn't do anything. Further investigation on the console shows the below error. I have no idea how it constructs the apex.theme42.dialog and how to resolve the error.
