Unblock Agent

Is there an emctl command to unblock an agent?
or a manual step on the web base OEM?

I noticed that after I havee resynchronized an agent, it gave me the option to unblock it as well (check box).

I am wondering if there is just the command to unbloack it without resynchronization.
