Unable to triggered off even when there is an update

Hi All
I have some qns here

i have 2 triggers that get triggered where there is an insertion and/or update on a particular table.

One of the triggers work perfectly well... can triggered off when there is insertion or update as long as it fulfils the if statement criteria set in the script

However, one of them has a slight problem. I realised that whenever there is an update on a row (even if it fulfils the if statement requirement), the trigger will not be triggered off. Insertion-wise works perfectly fine but not the updating part.

Can anyone shed me some light on what has happen?
