unable to start listner

hi friends

I have installed oracle 10g in my desktop with windowxp as os

I can connect to database with scott /tiger but my listner is not started
If from cmd starting it manually giving error as


System parameter file is C:\oracle\product\10.2.0\db_1\network\admin\listener.ora
Log messages written to C:\oracle\product\10.2.0\db_1\network\log\listener.log
Trace information written to C:\oracle\product\10.2.0\db_1\network\trace\listener.trc
Trace level is currently 0

Started with pid=3300
Listening on: (DESCRIPTION=(ADDRESS=(PROTOCOL=ipc)(PIPENAME=\\.\pipe\EXTPROC1ipc)))
Error listening on: (ADDRESS=(PROTOCOL=tcp)(HOST=127.0.0.1)(PARTIAL=yes)(QUEUESIZE=1))
No longer listening on: (DESCRIPTION=(ADDRESS=(PROTOCOL=ipc)(PIPENAME=\\.\pipe\EXTPROC1ipc)))
TNS-12532: TNS:invalid argument
TNS-12560: TNS:protocol adapter error
TNS-00502: Invalid argument
32-bit Windows Error: 22: Invalid argument


from service window also when ever trying to start listner it is ging errr.
