Unable to start instance

Getting the following error while trying to start an instance:
Unable to start instance: Instance ocid1.instance.oc1.ap-hyderabad-1.anuhsljrnk2u65qcvbsh3g2w5hlu25polhtpd2s7wgy4v3md24l6bnwm3f5q is disabled and will not accept any action requests. Please contact customer support to reenable.

What was the type of the instance selected? Preemptible?
Easiest way to use the same instance would be to take the boot volume, clone it and create a new instance. There will be a different Instance OCID, but the data from the boot volume will be the same.

Tried, but unfortunately didn't worked:
Detach boot volume
Instance ocid1.instance.oc1.ap-hyderabad-1.anuhsljrnk2u65qcvbsh3g2w5hlu25polhtpd2s7wgy4v3md24l6bnwm3f5q is in Stopped state, when it was expected to be in Stopped state

hello, was there a solution? The same thing happens to me and it is recurring with non-productive machines, it does not start just like the others and in this case the same thing happens "instance ocid1.instance.oc1.iad.anuwcljs6cy2gticjg6vcmz4fcntql5f77i6uyamnvsjjbcuqffwmvh3wnna is currently being modified, try again later"
