Unable to setup ODBC for Oracle BI Server

We have recently installed OBIEE 11G on a windows 7 server. Due to the issue with running Admin tool on 64bit server, we installed the 32bit 11G Client Admin tool on the same server. Now I am having an issue connecting to Oracle BI Server from the 32bit Admin tool.
I have followed the instructions in the link below on how to create an ODBC DSN for the Oracle BI Server on Windows to enable remote client access.

I have attempted to set up the ODBC on both the 32bit and 64bit versions:
c:\windows\system32\odbcad32.exe and c:\Windows\SysWOW64\odbcad32.exe
When I click finish to save the DSN configuration, I recieve the following error:
