Unable to select card manager on JCOP31, what can be done?

Hello,

Got recently some JCOP 31 36K cards (GP 2.1.1, JavaCard 2.2.1).

In gpshell:
establish_context
card_connect
select -AID a000000003000000
Command --> 00A4040008A000000003000000
Wrapped command --> 00A4040008A000000003000000
Response <-- 6A82
....

6A82 response means "Selected Application/file not found" error according to Global Platform 2.1.1 specification

Wondering what can be the problem? Did I got a JCOP card with different card manager AID? Or is it broken card? Card which is not initialized? Or somebody deleted card manager application? Or do I do something in wrong way?

Any ideas on possible reasons and directions on how to investigate the problem are welcome.
