Unable to see list of users in Business Rule assignment

Gurus,
good morning.
I am trying to give access privileges to my users in business rules.
generally I have the full list of all users who has planner access to select.
now I see only users who has admin access or users with business rules access in shared services.
I tried restarting AAS, Shared services , Updating native directory and synching native directory. Nothing worked.
please help.
