unable to scrub device when adding quorum disk

I already have a quorum disk configured on my 2-host cluster attached to a fibre-channel RAID array, however I need to replace the quorum disk. So I added the disk, reconfigured scdidadm, and it shows up as d77. I go into scsetup and it runs the following:

scconf -a -q globaldev=d77

then gives me the following error:

scconf: Failed to add quorum device (d77) - unable to scrube the device.

Command Failed.


What could be causing this? The disk is formatted and can be seen by both hosts according to scdidadm -L
