Unable to run PL/SQL Debugger in V 1.1.3

Windows XP - Svc Pack 2
Here is what I am doing:
1) I "compile for debug" a function by clicking on the button with the black arrow down.
2) I click on the lady bug to debug and get the message "The target my_function cannot be started because it is not a runnable target."
I do the following in version 1.1.2.25 and the "Debug PL/SQL" dialog window comes up and debugs the function.
The same happens for packages. The run button (sideways green triangle) works. The "Lady Bug" button does not.
What happened to debug on functions in version 1.1.13? This is a major problem.
