Unable to run form

I have a 10g database and 10g development environment set up on an XP windows machine. I have the jinitiator version 1.3.1.2.2 installed and am aware that I must start the OC4j instance before running a form. However the forms will not run. It returns an error where it cannot find the web site. I checked my ports in the portlist.ini file and they appear to be the default install ports. HTTP port is 8889. When I enter http://127.0.0.1:8889/j2ee in the IEXPLORER URL it correctly finds the default welcome page.

I last worked on Forms back in the fat client days so this is new to me.

The application server url in the forms is set to http://127.0.0.1:8889/forms/frmservlet when it fails in the runtime. I am using NORTON 360 virus program could there be an issue with it? Also on IEXPLORER is there some setting that may be causing the issue?

As you can tell I do not have a clue at this point.
