unable to ping database using tnsping

Hi,

I am configuring standby database .

but when i ping database from both the side primary as well as stanby site then i am getting below error.

TNS-12543: TNS:destination host unreachable

I have also add entry in tnsnames.ora file at both side.

what is the reason.
