Unable to open web interface. No 8080 listener.

Hey folks. I have searched through the forum and seen similar issues to mine but none of their solutions have fixed my issue.

When I click on Get Started, an Internet Explorer 9 window opens showing it can't display the webpage at http://127.0.0.1:8080/apex/f?p=4950.

Background info: Win 7 Pro 32bit, Oracle Express 11g Release 2

Output from lsnrctl stat:

From what I can tell by looking through the forum, missing the Listener Endpoint for Port 8080 is why I am not working. Why is it not there and how do I fix it?
