unable to open sqldeveloper.conf

Hi All,

I've tried to run sqldeveloper 4.1.1.19.59-x64 on Windows 7 Ultimate 64-bit, I'm logged in with with user in administrators group of windows!!

But it gives me this error:

Unable to open the following configuration file:

[D:\sqldeveloper-4.1.1.19.59-x64\sqldeveloper\sqldeveloper\bin\sqldeveloper.conf]

How to solve plz?
