Unable to Open Report Builder 10g Tool !

Dear Experts,

i have just installed Oracle Developer Suite 10g, i m able to open Forms 10g but NOT able to open Reports 10g.

it just displays welcome screen of Oracle Reports 10 g and then does not start the reports builder tool.
