Unable to open qlm connection ( Quantum DLT VS160 )

I installed and configured OSB on a Win2000 Server SP4 machine.
Windows-Drivers are deactivated.

Everytime I try to take inventory or something else, I get this error:
unable to open qlm connection - device not found in external table
