Unable to Open Oracle Application express when Internet is Connected

Hi all

I installed Oracle 11g express edition on to my laptop running Windows 7 32 bit a week ago.First things - The get started app doesn't work.It only works when I manually enter the URL of the port in the browser (that too with the firewall turned off)

Ive tried to filter the port in the firewall settings,but I am unable to do so,I need some one's guidance on this regard.

What I did was to switch of the firewall and use the application,but in between when ever I switched on my Internet again,it just doesnt work.
