Unable to open file: /etc/keys/x509_ima.der (-2)

I just installed OL 7.6 on VirtualBox 6. I can boot and login normally but get Unable to open file: /etc/keys/x509_ima.der (-2). There is a post from October 2018 addressing this error. I followed the steps in that post and it doesn't fix the problem. I also installed all patches and that doesn't fix it either. Do I need to downgrade to OLE 6 or is there a known fix for this issue?
