unable to open database homepage after installing php developmentenviroment

Hi there !

I just have installed the php development environment like it is described in the documentation of oracle xe (php developer guide).
I installed oracle XE, then installed Apache 2.0.58, then the zend core for oracle.
My OS is Win XP pro with service pack 1.
But when i want to access the database homepage, my browser says he cant establish a connection.

Does this may have to do with my webserver ? Maybe with the ports ? I tried both 80 and 8080....nothing ! may i have to change settings in my apache httpd.conf ?

I hope you can help me....thank you !
