unable to login with newly create users in WCC/weblogic or sysadmin user

Hi,

I'm using the WCC 12.2.1.0.0 newly setup in Window machine and here I've created the new user in WCC and in Weblogic but when I'm trying to login with any of the newly created user I'm unable to login and getting the error Invalid Credentials. here noticed 1 more thing like there is no sync up between the Weblogic console user and WCC users, please advise.
