Unable to lock Central Inventory whilst applying Opatch

I'm attempting to install latest security patch for 10.2.0.1 on windows 2003 server and I'm getting the error " LsInventory Session failed: Unable to lock Central Inventory."

Search google, but no luck.

Anyone run into this before.
