Unable to load tag handler class "org.apache.strutsel.taglib.html.ELSubmitT

Hi all,
i am converting my JSP codes using EL. i have downloaded the EL jars. when i converted the submit button, i am getting "Unable to load tag handler class "org.apache.strutsel.taglib.html.ELSubmitTag" for tag "html-el:submit"" Exception.

What might be the cause?
