unable to load j2me in jdev 904

Hi , i just download the JDeveloper 904 and tried to add j2me to the wireless extension.I have put the jwe.jar to jdev/lib/extension but i already have j2me in JBuilder X.When i restart Jdev ,it throws exceptions like oracle.panama ....unable to load....and the j2me can't be deploy to the wireless extension.
Is it because the j2me in my JBuilder?
