Unable to Load DLL (OraOps9.dll)

Get this message trying to use ODP.NET. Have checked that the dll is in my <orahome> bin folder, have checked permissions. No avail.

Any assistance is greatly appreciated.

Am accessing 8i db, which I understand is OK as long as 9i (9.2) client is installed. This is my case.
