Unable to load DLL (OraOps.dll)

Hello,

When I use ODP.NET I obtain error:
Unable to load DLL (OraOps.dll)

and when I use MS.NET Data Provider for Oracle:
Unable to load DLL (oci.dll)

It helped to my colleague to reinstall IIS, but it didn't help to me :-( What can I have wrong?
