Unable to load dll

I am using asprise ocr sdk for recognizing characters.when i compile my program it is getting compiled correctly but when i try to run the program it gives me message like unable to load DevIL.dll DevIL.dll is a dll file in the asprise ocr sdk i have set the classpath and path also but getting the error can anyone clarify it
