Unable to launch Oracle DB 11g XE (also unable to launch the URL)

Hi,

I am currently unable to launch Oracle database having successfully installed it previously. The page remains in a blank "Loading..." status - Chrome spinning wheel. I am running Windows 7 on a 32 bit operating system. The same issue occurs on both IE and Chrome.

I was able to launch Oracle having initially installed it, however was not able to create a table due to a user privilege issue. I was told that restarting my machine would resolve this, however now am unable to launch Oracle (as per above). I have tried uninstalling and reinstalling 3 occasions, and have hit the same issues each time.
