Unable to launch EM at https://localhost:5500/em

Hi:

I am running Windows 10 and I just installed 12c. The instance is up and so is the TNS listener. I am also able to use SQL-Plus to log into the instance.

However, when I try to access EM using the link, https://localhost:5500/em, I get a "INET_E_RESOURCE_NOT_FOUND" error. I have created an Inbound policy on the firewall to let in traffic through TCP Port 5500.

Any ideas?
