Unable to invoke the axis webservice

I have been facing this problem for a while, I am trying to invoke the webservice which is deployed on the other system running on axis(Tomcat5.0), when I tried to include the webservice using the partner link. I am getting the following error.

"Unable to read WSDL file. Please ensure that if this is a local file that it is present. If this definition is coming from another server or your local server, please ensure that the server is up and available."

I can invoke the same webservice using a java client from my system, but using BPEL I cannot even include using partner link.

The BPEL version I am using is 10.1.2
