Unable to install SQL Developer

Hi

I downloaded SQL Developer and have tried to install it but nothing happens on executing the install exe.
Env is Win-XP SP2. Even stopped my firewall/anti-virus.
Any known install issues or any way I can debug/trace whats happening?
