Unable to install jre-6u32-windows-i586.exe in old, updated Windows 2000SP4

Hello.

I tried to install my client's very old Windows 2000 SP4 with jre-6u32-windows-i586.exe, but it failed as shown in this screen shot/capture: http://i.imgur.com/umuVk.gif ... I also was able to reproduce it easily in a VMware Workstation v5.5.9 image of a clean W2K SP4 OS.

I did not have this problem with its older v6 build, but I don't remember which one it was. It was from last year. Does Oracle/Sun not support W2K SP4 for v6? Web site tries to give me v7u4, but it doesn't work and is unsupported.
