unable to install forms 12c on windows 10

Hi all,

I have tried installing forms 12c numerous times but the prerequisite check on Visual C++ always fails

I have repaired,uninstalled and installed Visual C++ 2012 on many occasions, no luck

no errors in logfiles, form builder runs but no help system, no entries added to startmenu and registry

any ideas ?
