Unable to import connections with error No connections are defined. Any pointers

Exported the connections from a colleague and tried importing the xml file.

Getting an error - No connections are defined. Saw a similar thread, but didn't find it useful.

Sql developer version is 18.3.0.277.

Any pointers in getting it fixed/ workaround?
