unable to grant sysdba to user

Hi,
On my PC i am using Redhat 5. when I grant sysdba privilege to user hr it gives an error.

SQL> grant sysdba to hr;
grant sysdba to hr
*
ERROR at line 1:
ORA-01994: GRANT failed: password file missing or disabled

I check the password file is in place in the folder HOME/dbs. what can be the problem.
