Unable to get sql prompt in oracle 7 .Urgent

One of my application is in oracle database 7.
after failure of machine I have again installed database with old SID and I want to mount and recover the database using cold backup , but when I am going for through svmgr23 to get sql prompt ,it is not connecting up and giving error message "ORA-01031: insufficient privileges".
How to get the sql prompt to do required action.
