unable to get abbreviation value using oracle functions for timestamp TO_DATE ('10-MAR-2019 02:47:0

Hi Team ,

We are using below function to get abbreviation for the timezone id passed . But we are facing some issues . Its working fine for all timestamp but on the daylight savings change that is on TO_DATE ('10-MAR-2019 02:47:00', 'DD-MON-YYYY HH24:mi:SS') we are facing this . How we can handle this , if we are using this below oracle functions

select TO_CHAR (

FROM_TZ (

CAST (

TO_DATE ('10-MAR-2019 02:47:00', 'DD-MON-YYYY HH24:mi:SS') AS TIMESTAMP),

'America/Chicago'),

'TZD') from dual
