Unable to 'Enable Access Control' in P-Track

The following error occurs every time I try to enable access control in P-Track or specify a user's credentials (as Reader, Admin, Contributor). Anyone know a workaround?

unable to create INITIAL extent for segment in tablespace APEX_2621967169339026398
