Unable to Drop Database

I am using ORACLE 8i on Windows 2000. I created a database named
PILOT in my machine apart from the default ORCL database using
the Database Configuration Assistant. I gave some password to
Internal, which later I was unable to recollect. Now I want to
drop the PILOT database. I tried to change the password for
INTERNAL of PILOT database through ORADIM utility. After that I
am unable to start the PILOT database. Now, please give me a
solution for the following questions:

1) I want to change the password for Internal and restart the
PILOT database and then drop the PILOT database.
2) I have also used ORAPWD utility to change the password. But
unable to start the database. When I started the database using
STARTUP PFILE='C:\ORACLE\ORA81\DATABASE\initpilot.ora' the
message I am getting is:
LCC-00161: Message 161 not found; product=RDBMS; facility=MGR
ORA-12560: TNS:protocol adapter error
