Unable to delete category from control tables

Hi,

I am trying to delete UAT category from FDM. We do not have this category in HFM anymore and hence I'm trying to delete.

But, I'm getting below error when I'm trying to delete

Error: System must be locked in order to perform this task.

I have checked and made sure that there are no maps or data for this category, but still getting the error.

Can any one suggest me what am I supposed to check further.
