Unable to create public synonym

Unable to create public synonym for a temporary table of schema sample1

create public synonym syn1 for sample1l.synval;

ORA-00604: error occurred at recursive SQL level 1
ORA-01422: exact fetch returns more than requested number of rows

Please help on this issue
