Unable to create new connection

Hello to all,
Am new to oracle sql, and I am using the developer to create new database. Unfortunately, when I try to create new connection and error appears saying that :
Status: failure –lo exception. The network adapter could not establish the connection.

Connection Name: NewDatabase
Username: test
Password: test

HostName: localhost
Port: 1521
SID: xe
