unable to create directory

Hi,

I logged in as oracle user on the server then started sqlplus logeen as user1 and created a directory in a in oacle folder
create directory user1 as 'oracle/s1/user1'

got mesage -directory created
but when i checked the folder no direcory ws created. in oracle/s1 with the name user1
