unable to create database

0racle10g release 2 OS:RHAS4

I have installed oracle, started up the instance, connected as sysdba and then tried creating a databse and this is the error I run into.

SQL> @createdb.sql
CREATE DATABASE mynewdb
*
ERROR at line 1:
ORA-30014: operation only supported in Automatic Undo Management mode

Here is the script.

CREATE DATABASE mynewdb
USER SYS IDENTIFIED BY pz6r58
USER SYSTEM IDENTIFIED BY y1tz5p
