Unable to create clustered DSN

I have two linux servers setup running OBIEE 11.1.1.7.0 with the second server being scaled out. When I create an ODBC connection to the BI server on my Windows 7 laptop to use in the Admin tool, I select Clustered DSN. I add the primary controller and Secondary controller and port 9706. When I click Test Cluster Connect I get an error saying [nQSError:69018] Connection succeeded but 1stnode.domain.com:9706 failed to respond. If I click test again then same error except 2ndnode.domain.com:9706 failed to respond.

If I continue to the next screen and try to save the DSN even though the test failed, it says: [nQSError: 73006] Cannot obtain Oracle BI Servers from either the primary cluster Controller or the secondary Cluster Controller specified for the clustered DSN.

I can successfully create a non-clustered DSN on my Windows 7 laptop to each of my BI servers individually, but my aim is to run the cluster manager from the Admin tool and I need to have this clustered DSN working in order to do that.

This same problem was posted a while ago and there were a few people with the same problem, but no resolution at that time: 2304706

Does anyone know how to fix this?
