Unable to create a temporary file.

I tried to execute the test.jsp report:
http://portal_host:7777/repdemo/examples/Tools/test.jsp?userid=scott/tiger@iasdb
(SSO-login: portal/secret123 - OK)

and get in response the Reports Error Page:
javax.servlet.jsp.JspException: rwlib-1: REP-0118: Unable to create a temporary file.

After this Mozilla 1.3 can not connect to portal now:
Error: The listener returned the following Message: 403 Forbidden
(fix: Tools/Cookie Manager/Manage Stored Cookies/Remove All Cookies)

Help fix reports, please!
(Oracle9iAS 9.0.2 /Linux, Portal 9.0.2.0.1 without Metalink patches)
